Base Upgrades Empty Base Upgrades

Sometimes a player may want to build a small base because that is all they have credits for, even though the planet could host a larger base. I think they base should be able to be upgraded for 2x the cost difference. For example:
A generic Base-3 costs 6 Economy.
A planet can host a Base-5 which would have cost 10 Economy.
The difference is 4 Economy.
The upgrade cost would be 8 Economy.
